PURPOSE OF THIS SUPPLEMENT

This supplement provides additional part ordering information. See Attachment II for details. A veritcal bar in the left column identifies new or revised information.

OVERVIEW:

This additional coverage program, 99M07, is being published at the same time as two similar programs, 99M06 and 99M08.

For your reference, the chart below summarizes the vehicle and component coverage for all three programs.

NOTE:
All affected vehicle owners will receive a notification letter advising them of the one program for which their vehicle is eligible.

PROGRAM TERMS:

On or before September 30, 2000, all affected vehicles are eligible for this program regardless of mileage.
After September 30, 2000, all affected vehicles are eligible for this program for 6 years from the original warranty start date or 72,000 miles, whichever occurs first.

AFFECTED VEHICLES

Certain 1995 through 1998 model year Ford Contour and Mercury Mystique vehicles built from July 1, 1995 through December 31, 1997.

REASON FOR THIS PROGRAM

In some of the affected vehicles, the blower switch or resistor may develop increased resistance which could potentially prevent the blower from operating on some speeds.

ADDITIONAL COVERAGE

Effective immediately, Ford Motor Company is providing additional coverage for replacement of the blower switch, resistor and attached wire connectors. This additional coverage is provided in case the vehicle owner experiences durability concerns with these components.

This coverage exceeds the provisions of the original warranty on the affected vehicles and is automatically transferred to subsequent owners at no charge.

When servicing 1995 and 1996 model year vehicles, the resistor design type must be identified before ordering replacement parts. Refer to the illustration on page two of Attachment II for additional information.

Resistor Identification:

Type A and type B resistors are not interchangeable.

1995 and 1996 model year vehicles: order and install type A or type B resistor depending on which design type is presently installed in the vehicle
1997 and newer vehicles require resistor type B.

Owner Notification Program 99M07

HEATER BLOWER SWITCH, RESISTOR AND CONNECTOR REPLACEMENT

AFFECTED VEHICLES:

CERTAIN 1995-1998 MODEL YEAR CONTOUR/MYSTIQUE BUILT FROM JULY 1, 1995 THROUGH DECEMBER 31, 1997

OVERVIEW

When performing this service procedure, you will:

replace the existing blower switch wire harness connector with a redesigned connector
replace the existing blower switch
replace the existing blower resistor wire harness connector with a redesigned connector
replace the existing blower resistor
verify the repair

HEATER BLOWER SWITCH REPLACEMENT

CAUTION
Do not use excessive force when installing the Radio Removing Tool. This may damage the retaining clips, making radio chassis removal difficult.
- Remove the radio.
- Record the radio stations.
- Install the Radio Removing Tool T87P-19061-A into the radio face plate.
- Push the tool in approximately 25.4 mm (1 inch) to release the retaining clips.
- Apply a slight spreading force on the tool and pull the radio out.
- Disconnect the radio connectors.
Remove the A/C control finish panel. See Figure 1.
- Contour : Gently pull the finish panel away from the instrument panel to disengage the retaining clips and disconnect the dimmer switch electrical connector.
- Mystique : Open the ash receptacle and remove the two (2) retaining screws and disconnect the dimmer switch electrical connector.

Remove the A/C control retaining screws and remove the A/C control.
CAUTION
Cut and splice only one wire at a time. The wire colors on the new blower switch connector do not match the existing wiring harness colors.
Install the new blower switch connector kit.
1. Obtain Blower Switch Connector Repair Kit # F5RZ-14A411-AA.
2. Select the first wire to be spliced from the switch wire harness and cut it as close as possible to the blower switch connector. See Figure 2.

- C. Select the corresponding wire from the new blower switch connector.
- D. Strip 1/4 inch insulation from the selected wires.
- E. Install the appropriate splice connector using crimp tool # AD1522 or equivalent ratchet action crimp tool.
- F. Test the integrity of all splices after crimping. Grasp the wires at each splice and pull gently. If any wire is not attached securely, replace the splice connector and crimp firmly.
- G. Repeat steps B through F for the remaining wires, one at a time.
- H. Heat each splice connector thoroughly until the tubing shrinks and adhesive flows from each end. Use Rotunda Heat Gun R07-10300 or equivalent. See Figure 3.

Remove the old blower switch.
- Pull the switch knob off.
- Remove the switch retaining screw.
Install the new blower switch.
- Install the new switch and the retaining screw.
- Install the switch knob.
Connect the new blower switch connector to the new blower switch.
Check operation of the blower motor.
Install the A/C control and retaining screws.
Install the A/C control finish panel.
- Contour : Push the finish panel retaining clip into place in the instrument panel.
- Mystique : Position the finish panel on the instrument panel and install the two (2) retaining screws through the ash receptacle.
Connect the radio connectors and install the radio.
Program the radio stations.

BLOWER RESISTOR REPLACEMENT

Remove the right-hand upper foot well trim panel pushpins and remove the panel (if equipped).
Remove the blower resistor and connector from the heater housing.
- 1995 and some 1996 Contour/ Mystique: Insert a screwdriver approximately 5 mm (0.2 inch) under the edge of the resistor to disengage the retainer clips from the housing. See Figure 4.

CAUTION

- Late 1995 and 1996 Contour/ Mystique: Snap the blower resistor into place.
- 1997 and 1998 Contour/Mystique: Install the retaining screw.
Connect the new connector to the new resistor.
Check operation of the blower motor.
Install the right-hand upper foot well trim panel (if removed).

On or before September 30, 2000, your vehicle is eligible for this program regardless of mileage.
After September 30, 2000, your vehicle is eligible for this program for 6 years from the original warranty start date or 72,000 miles, whichever occurs first.

This coverage exceeds the provisions of the original warranty on your vehicle and is automatically transferred to subsequent owners at no charge.

WHAT YOU SHOULD DO

Please keep this letter. Should you experience loss of heater blower function on some speeds during the coverage period, contact your dealer. If these components require replacement, your dealer will provide this service at no charge to you. If you should lose this letter, the dealer will still honor the provisions of this coverage.

REFUNDS

If you paid for heater blower switch, resistor or attached wire connector replacement before the date of this letter, Ford is offering a full refund. For the refund, please give your paid original receipt to your Ford or Mercury dealer. To avoid delays, do not send receipts to Ford Motor Company.
