Per the SCT tuning manual, there should be 0.010" plus one full turn of the throttle stop screw but not for all Ford vehicles. Can someone confirm this?

On all engines that use an idle speed valve the throttle plate must be fully closed at idle..but that does not mean 'wedged' in the throttle bore.The only reason we have stops/stop screws is to 'just' hold the plate from wedging/sticking in the bore but it must still be 'closed' and not used as an idle adjust when you have a idle valve...
