couldn't tell ya. I've been wondering the same thing myself. It's probably something to do with the bs that's been going on with Citation10 for the past week or so. If I know the top brass over there like I think I do, there will be some down time in which some retooling will be done, and when the site floodgates are opened to the public again, there will be a new set of rules and possibly a new moderator or two. I know there was a new policy adapted about screening new users before they were allowed access..probably so that they can screen the ISP's, and IP and mac addresses. Oh well. I'ts a busy weekend for me anyway and I haven't had much time. This is actually the first I'm hearing of it myself, being that I haven't had time to sit at the ol' computer in a day or so.
