Still no luck with the getting the cruise control to work, including trying a third cruise control module. Something I did discover, the published wiring diagrams for the cruise control switches for all MK1 and 2 Contours, Mondeos and Cougars, is actually incorrect. As per the link to a Contour cruise control electrical diagram below, it (and other similar diagrams I found for Contours) shows a common (real colour Brown) wire to all switches and the horn switch. This is not true, as I sacrificed a set of cruise control switches, and discovered that the ON button has a common Yellow wire to the cruise control switches, and the brown wire is common to the OFF, SET, RESUME, COAST and Horn. There is a third wire, a black wire (12vdc) common to the ON button and horn switch.

I can't say how this changes what I need to check into next, but it does make sense that when the ON button is pressed, it sends 12vdc through a 272ohm resistor, creating a reduced voltage input through the yellow wire which eventually goes to terminal 5 on the cruise control module, which is noted as SWITCH(ES) INPUT. My assumption is that thiis would signal the module to be ready or power up the module. All other switch inputs would then do as per their function name.
Where to go from here? I didn't check the VSS signal voltage, other than with ignition ON, primarily because all posted literature states that if the speedo works, then the VSS signal to the cruise control module should be fine. Mind you, there is a junction point somehwere under the dash or hood, where the VSS signal splits off between the speedo and cruise so you never know.
If I ever get this problem fixed, I'm going to need a break from this car. As much as I still like my SVT, the cruise control and some other recent issues (ex. Fuse box socket loosening and 15A fuse not making proper contact causing HVAC fan and turn signals to lose power), are starting to wear me down. :(
